BBC News reports here: A law that could force Apple to share its digital download technology with rivals has been passed in France. Currently, songs bought from Apple’s iTunes music store can only be played on Apple-manufactured iPods. The bill would mean any digital song could be played on any player, regardless of its format or source.

The National Motorists Association released here a press release with a list of the top-ten speed trap cities in the country. The top-ten list of speed trap cities was created with data from the SpeedTrap Exchange, a site that identifies locations that combine arbitrarily low speed limits with heavy traffic enforcement designed to raise revenue. The top-ten cities are as follows:
1. Detroit, Michigan suburbs
2. Washington D.C.
3. Orlando, Fla.
4. Colorado Springs, Colo.
5. Houston, Tex.

The Washington Post reports here: A proposal to prevent Internet service providers from charging Web firms more for faster service to consumers failed yesterday to clear a Senate committee.
The vote was a setback for such companies as Google Inc., Yahoo Inc. and Skype Technologies SA, which had pushed for rules that would prohibit telecommunications companies from controlling the flow of online content. The Senate Commerce, Science and Transportation Committee took up the matter as part of a larger telecommunications bill, which passed 15 to 7. But some telecom experts said the party-line, 11 to 11 vote on "net neutrality" could signal a tougher fight to get the larger telecom bill passed on the Senate floor.

The new security guidelines, issued Friday by the White House Office of Management and Budget, cap a month marked by data thefts or disclosures at five different agencies that compromised Social Security numbers and other private data on millions of people.
