The color red only carries 15-20 feet underwater. At depths below this, reds are "washed out" of the picture. The red filter puts the red back into your underwater photos.

I found out from a underwater photo specialist that you do not need a red filter with today's digital camera. The same thing can be accomplished with white balance settings.
